WHO IS WOMEN ENTERPRISE FUND?
Women Enterprise Fund is a Semi-Autonomous Government Agency under the State Department for Gender and Affirmative Action. It is a Kenya Vision 2030 flagship project that promotes the 1st and the 5th Sustainable Development Goals on Poverty Eradication and Gender Equality & Women Empowerment. The Fund was established on 3rd August, 2007 via Legal Notice No.147 (THE GOVERNMENT FINANCIAL MANAGEMENT (WOMEN ENTERPRISE FUND) REGULATIONS, 2007).
The Fund’s Vision is ‘A sustainable Fund empowering Kenyan women for social and economic development’, The Mission is ‘To facilitate women socioeconomic empowerment by providing access to credit, capacity building, market linkages, market infrastructure, and domestic and international trade and through utilization of technological innovations.”

WHAT DOES WOMEN ENTERPRISE FUND DO?
WEF is mandated to do the following:

  • subsidized credit to women entrepreneurs for enterprise development.
  • Capacity building of women entrepreneurs and their organizations.
  • Attract and facilitate investment in micro, small and medium enterprises-oriented infrastructure such as business markets or business incubators that will be beneficial to women enterprises.
  • Support women-oriented micro, small and medium enterprises to develop linkages with large enterprises.
  • Facilitate marketing of goods and services of women enterprises in both domestic and international markets.

WHO IS ELIGIBLE FOR THE WEF LOANS?
Any economically active Kenyan woman aged 18 years and above who wants to start or expand her business.

WEF TUINUKE CHAMA LOAN FOR REGISTERED WOMEN GROUPS
The Tuinuke Chama Loan, provided through the Constituency Women Enterprise Scheme (CWES), is a specially designed financial product aimed at supporting women’s groups (chamas) in Kenya. This loan product empowers women entrepreneurs by offering affordable and accessible credit to help establish, grow, or expand their group-based income-generating activities.

With flexible terms and low interest rates, the Tuinuke Chama Loan enables women across Kenya to improve their livelihoods and contribute to their local economies.

WHAT ARE THE REQUIREMENTS FOR ONE TO GET THE LOAN?
A Chama can access Tuinuke Loan once they fulfill the following:

  1. Must be a registered Self Help Group comprised of 10 - 30 members.
  2. All group members must be women aged 18+ years
  3. Must be registered with the Department of Social Services or Micro and Small Enterprises Authority (MSEA) for atleast 3 months.
  4. Must have an account in a Bank account. Statements from SACCO FOSA/Post Bank/Deposit Taking Micro-finance (DTM) statements will not be acceptable.
  5. Groups must be trained on Financial Literacy Skills by the WEF officers as a prerequisite for the loan application.
  6. A member must belong to only one group at a time.

IS COLLATERAL REQUIRED FOR THE LOAN?
No. All loans are collateral-free for women groups.

WHAT ARE THE TUINUKE LOAN CYCLES AND REPAYMENT PERIODS?
The Loan amounts, graduation principle and repayment period for Tuinuke Loan is as follows:

WHAT IS THE REQUIREMENT FOR A GROUP TO GET THE NEXT LOAN CYCLE?
The group must repay the current loan cycle fully, within the loan repayment period in order to get the next loan amount.

IS ADDITIONAL TRAINING REQUIRED TO ACCESS THE NEXT LOAN CYCLE?

No, the Financial Literacy Training certificate issued after the initial training remains valid, unless there is a syllabus update, which would be communicated to the group members.

IS THERE ANY INTEREST ON THE LOAN?
No. An administrative fee of 6% is charged on every loan cycle.

ARE THERE ANY CHARGES ON THE SERVICES BEING OFFERED?

  • A training fee of Ksh. 100 is charged for each member of the group.
  • A loan tracker booklet chargeable at ksh. 200/= for every loan cycle.

Step 6: A message showing your group details will pop-up. Once you confirm they are correct,

Step 8: Type Amount to pay
Step 9: A message will pop up, input you M-Pesa Pin No.
Step 10: You will receive a message from M-Pesa confirming payment
Does WEF have offices in other counties?
Yes. County operations are coordinated by Assistant Credit Managers based in Sixteen (16) regions within the former provincial headquarters. The Fund has engaged No.290 Credit Assistants who are Constituency based countrywide.
